Defense Spending & The Military Budget.
Congress and the White House allocate $522 billion a year to the Defense Budget.
To put the level of U.S. Defense Spending in perspective.
• $30 billion is the annual shortfall to eliminate starvation and malnutrition globally.
• $12 billion is the annual shortfall to provide education for every kid on earth.
• $15 billion is the annual shortfall to provide access to water and sanitation.
• $23 billion is the annual shortfall to reverse the spread of AIDS and Malaria.

The price to decipher the first human genome was $3.2 billion, only. After this initial investment, now we are talking about under $1000 genome sequencing for single individuals.
Having seen the big picture, the $3.1 billion world bank donation for health care to the developing world seems to be little symbolic.
I bet world bank wouldn't make a better advertisement with a $3.1 billion budget.
"World bank made a $3.1 billion health care donation to the developing world".
